Inhibit HPC Time Entry if Authorized Dollars Exceeded

It may be desirable to keep DPSs from entering HPC times if a client has no authorized dollars remaining the current span.  

First, set the 'HPC Must Be Authorized' checkbox in Setup-Staff:

The other requirement is that the PAWS utilization data for the relevant clients has been imported.

If the authorized dollars have been exceeded, the user will not be able to enter new HPC times.
